I'd have to agree with the latter on this one.
Sarabi lost her son and her husband. Had probably been physically and mentally abused by Scar. Had to live off little to nothing. Being terrified every moment of her life. Had her home destroyed. Had Scar lie to her that her only son was dead.

In my opinion, her suffering was much more than anyone on the list.

Sarabi for the same reasons that everyone has previously mentioned.

As for Scar regretting his actions, if that was the case I doubt he would have gleefully taunted Simba with the knowledge the he himself had killed Mufasa.
